Once the rollout begins, enrolled beta users can install via:

Enrollment in the Public Beta Program
A configured Wi-Fi network on the device
Navigate to Main Menu > System > About > Check For Updates
Select Software Update 31.23 to install after downloading

If the device shows "Collecting diagnostics...", Garmin asks users to go to:

Menu > System > Diagnostics > Upload RAM Dump
